Garmisch has the highest and most famous mountain of Germany, and it even has permanent snow! The availability of snow is not only guaranteed by the glacier, Garmisch has much more to offer. The Hausberg of Garmisch consists of grass and Garmisch itself is nicely positioned in the first Alps ensure snow is always there. From the first snow flakes to the last flakes, Garmisch always catches some of it. Key word here is Nordstau, when there warm air coming from the South don't bother. Mid season go for the Hausberg, end season head for the glacier.
